 Cambodian Sino Accredited Checker Co.,Ltd. (CSAC) is providing independent structural and geotechnical design verification. CSAC Registered in 2025 certified license by Ministry of Land Management, Urban Planning and Construction to ensure the building construction will meet with quality standard of construction law of Cambodia.

We serve as a critical safety barrier in the construction ecosystem, ensuring that complex engineering designs meet the most rigorous global and local safety standards before a single brick is laid.

 

CSAC company are mandatory for certain projects like high-rise buildings or deep excavations to minimize public risk, serve as a critical safety barrier, ensuring that errors in complex modern designs do not lead to structural failure.

Our mission is to uphold public safety through uncompromising engineering oversight. We operate on a foundation of Strict Independence; we maintain no financial or professional interest in the projects we review, ensuring our "second set of eyes" provides an unbiased, honest assessment of structural integrity.

 

The profession of (CSAC) is a specialized, senior branch of professional engineering centered on independent regulatory oversight and public safety. Unlike a design engineer who creates plans, (CSAC) is legally appointed to challenge and verify those plans to ensure no critical errors exist.

 

Our role is not just to "review" but to perform active, independent engineering works and we also perform the analysis and mathematical calculations to verify that major structural elements such as foundations, transfer beams, and columns can safely support intended loads.

 

We have a legal obligation to report any design non-compliance or safety risks directly to the commissioner of building control.

1. Accreditation of Architectural Design (Construction permit)

A construction permit (also known as a building permit) is a government-issued document that grants legal authorization to begin a construction project, whether it is building a new structure or altering an existing one. Its primary purpose is to ensure that all proposed work complies with local building codes, safety standards, and land use regulations. 

  • Safety Assurance: Verifies that a project is structurally sound, fire-resistant, and designed with proper safety features like emergency exits. 
  • Regulatory Compliance: Ensures the project adheres to local zoning laws, environmental protections, and utility requirements (e.g., water and sewer lines). 
  • Inspection Trigger: Once a permit is issued, it typically initiates a series of mandatory inspections by local officials to verify the work is being done correctly.
  • Liability & Resale: Permits are often required for insurance coverage and protect the property's resale value by proving the work was done to code.   

Common Types of Permits

  •  Residential Permits: Required for single-family homes, townhouses, and renovations like finishing a basement or adding a deck.
  • Commercial Permits: Necessary for structures intended for business use, such as offices, retail stores, or warehouses.
  • Trade Permits: Specialized permits for specific systems within a building, including:
  • Electrical: For new wiring, panels, or lighting.
  • Plumbing: For installing or replacing piping and fixtures.
  • Mechanical: For HVAC systems and ductwork.
  • Demolition Permits: Required when tearing down a structure to ensure safe disposal of materials.

2. Accreditation of Structural Design (Construction Opening Permit)

 

In Cambodia, a construction site opening permit (also known as a permit of construction site opening) is a mandatory legal document required in addition to a standard building permit to formally begin work on a project.

While a construction permit approves the architectural and technical design, the opening permit specifically authorizes the physical commencement of activities on- site.

3. Accreditation of Building Occupancy (Certificate of Occupancy)

 

In the context of construction, Accreditation of Building Occupancy (more commonly referred to a Certificate of Occupancy or Occupancy Permit) is the official legal document that certifies a building is safe, finished, and ready for use.

4. Accreditation of Construction Quality (Certificate of Building Use)

 

Accreditation of Quality is the formal, third-party recognition that a company, professional, or material meets predefined industry standards for excellence, safety, and technical competence. 

5. Consultancy (Project Management)

  Project management is the practice of leading a team to achieve specific goals and deliverables within defined constraints of time, budget, and scope.

Most projects in follow standardized phases to ensure structured progress: 

  • Initiation: Defining the project vision, proving its feasibility through a business case, and securing formal approval. 
  • Planning: Creating a detailed roadmap that outlines tasks, timelines, resource allocation, and risk mitigation strategies. 
  • Execution: Putting the plan into action allocating resources, managing team development, and producing deliverables.
  • Monitoring & Controlling: Tracking progress against the plan in real-time to identify variances and take corrective action.
  • Closing: Formally finishing the project, handing over deliverables, and documenting "lessons learned" for future improvement.  

6. Laboratory of construction Materials and Structural Testing

 A Laboratory of Construction Materials and Structural Testing is a specialized technical facility that analyzes the physical and chemical properties of building materials to ensure they meet safety, quality, and regulatory standards.

Quality Control (QC): Verifies that materials delivered to a site match the specifications in the architectural and engineering plans.

Safety Assurance: Identifies defects or impurities—such as flawed concrete batches or weak steel—before they are integrated into a permanent structure.

Regulatory Compliance: Provides the certified test reports required by government agencies to issue building permits or occupancy certificates.

Risk Mitigation: Helps developers avoid catastrophic failures, costly reworks, and legal liabilities by identifying vulnerabilities early in the project lifecycle.
